What we did
Question Factory played a pivotal role in kickstarting the Government of Jersey’s offshore wind programme, leading the initial phase to secure Parliamentary approval and transitioning the work into a fully scoped, strategically grounded project.
We provided senior advisory support to shape the programme’s direction, steered cross-government coordination, and delivered a comprehensive public consultation and stakeholder engagement process. We also recommended concrete mechanisms for securing community benefit – including local bond schemes and community investment funds – and commissioned detailed options analysis to inform long-term decisions.
To support future delivery, we designed a multi-lot procurement structure, developed a framework for a future negotiation mandate with the States Assembly, and provided strategic guidance on UK market access and cross-jurisdictional engagement with the UK and French governments, regulators, and regional agencies.
How we did it
Our approach had two distinct phases, beginning with direct project design and delivery, before moving on to focus on building internal capability within the Government, and ensuring detailed knowledge was transferred and understood.
We took an agile approach, reprioritising and rescoping priorities on an on-going basis to ensure we were providing the most valuable support at all times. As ever, we blended strategic advice with hands-on delivery, helping to make the case through our research, public and political engagement and compelling policy advice.
The impact we had
Our work laid the foundations for this nationally significant infrastructure programme, with the potential to deliver long-term economic and community benefits to Jersey. By securing early political approval, shaping strategic delivery frameworks, and building internal capability, we ensured the project remained on track for commercial procurement and implementation at scale.
