Steve leads Question Factory, overseeing and delivering projects, shaping new work and thinking about the impact we want to have in the future. He's a public sector strategist, political advisor and experienced senior manager by background, with experience working for national, regional and local governments, and with businesses, VCSE and public service partners.

Hannah makes Question Factory happen. As Delivery Director she runs our operations and leads our marketing and commercial work, as well as lending her delivery management skills to key projects. Hannah's background has focused on health care management, and charity development and marketing.

Alban is an emerging policy professional with a strong academic background in politics, and experience supporting regional devolution, mayoral elections and business engagement. He brings clear analysis, strong written communication and stakeholder insight, with a growing focus on place-based policy, political economy and regional growth.

Kate is our tech lead and helps us stay focused on adopting and adapting agile and digital practices in everything we do. Kate's background runs from small charities to multi-million pound platform rollouts; from programme reviews to developing technical strategy and governance in international and complex environments.

Chris is our strategy and programmes lead, and an expert in real world improvement, transformation and service integration, in the most complex of systems. He's developing our thinking on structural, cultural and resourcing solutions to scale and sustain positive change. His practice is always asset-based, and was honed working on the front line and as a senior executive in post-industrial communities such as Knowsley, Salford and Doncaster. Chris has re-shaped and improved delivery systems for the PM's Delivery Unit, Government of Romania and Government of Jersey, among others.

Jo is a sharp, thoughtful consultant and chartered accountant who combines strong financial expertise with a deep commitment to social impact. She’s worked across public and non profit sectors, led major change programmes, and brings board-level insight, coaching skills, and a practical, clear-headed approach to investment and transformation.

Stephen specialises in infrastructure, planning and economic development. With 25 years’ experience leading regeneration and growth programmes across London and the South East, he shapes strategy and builds strong partnerships across government and business. His work combines political insight, policy expertise and practical delivery to create sustainable places and thriving local economies.

Michelle is a strategic policy leader with over 30 years’ experience shaping economic development, regeneration, creative industries and major events. She specialises in insight led strategy and partnership working, and co-founded the London Research and Policy Partnership to connect universities and civic leaders in mission driven innovation.

Ben is a strategic thinker and policy expert with over 16 years of experience driving change across economic development, skills, and local government. He’s advised top leaders, shaped industrial strategies, and led the development of Local Authority employment and skills strategies. Known for combining sharp analysis with real-world impact, Ben brings energy, foresight, and deep sector insight to every project. His career spans local, combined authorities, higher education, and public affairs, delivering bold, future-ready solutions.

Alex is a strategic communications and chartered marketing specialist with over 20 years’ experience across public, private and third sectors. He’s skilled in research, behaviour change, and campaign development, with a strong track record in delivering high-impact, insight-led strategies. Alex brings clarity, creativity and collaboration to every project he leads.

Tracey has the classic broad-minded and curious approach that marks out successful senior civil servants, but she pairs this with a passion for user-led design in all fields. The result: a clear thinker, super modern practitioner and an excellent addition to any project team.

When it comes to local government and public service finance and leadership, Paul has done it all. Hugely respected, and a CIPFA advisor, Paul draws on decades of experience meeting strategic financial challenges with insight and ingenuity, whether it’s establishing community investment funds to respond to austerity, or piloting shared financing arrangements as Treasurer of the Association of Greater Manchester Authorities. If you need to make the money work in new and innovative ways, Paul is your man.

Michelle brings a warm, people-first approach to strategy, commissioning and system change. She blends hands on experience across health, local government and the voluntary sector with strong facilitation and engagement skills, making her great at navigating complexity, designing services that work, and getting the right people working together.

Debbie knows housing, regen and public estates from top to bottom. Starting out in social housing across Merseyside, Debbie moved on to run public infrastructure and major projects, and write the policy and legislative framework for housing market in the Isle of Man.

Richard is a highly experienced Chartered Town Planner with a track record of developing and delivering strategic infrastructure programmes at local, regional and national levels. ​ A great addition to any team that's navigating sensitive professional and political decisions, or wrangling multiple partners into a coordinated Local Plan or major development programme.

Sue knows people, and knows how to help them do their best work. She advises on all aspects of organisation and service redesign, improvement and culture. Sue has held senior positions managing and advising on transformational change across local government, health, police and banking.
