    Steve leads Question Factory, overseeing and delivering projects, shaping new work and thinking about the impact we want to have in the future. He's a public sector strategist, political advisor and experienced senior manager by background, with experience working for national, regional and local governments, and with businesses, VCSE and public service partners.

    Kate is our tech lead and helps us stay focused on adopting and adapting agile and digital practices in everything we do. Kate's background runs from small charities to multi-million pound platform rollouts; from programme reviews to developing technical strategy and governance in international and complex environments.

  • Chris Marsh

    Chris is our strategy and programmes lead, and an expert in real world improvement, transformation and service integration, in the most complex of systems. He's developing our thinking on structural, cultural and resourcing solutions to scale and sustain positive change. His practice is always asset-based, and was honed working on the front line and as a senior executive in post-industrial communities such as Knowsley, Salford and Doncaster. Chris has re-shaped and improved delivery systems for the PM's Delivery Unit, Government of Romania and Government of Jersey, among others.

Hugely respected, and a CIPFA advisor, Paul draws on decades of experience meeting strategic financial challenges with insight and ingenuity, whether it’s establishing community investment funds to respond to austerity, or piloting shared financing arrangements as Treasurer of the Association of Greater Manchester Authorities.
